IAS officer Shah Faesal on April 22, wrote a tweet criticizing “rape culture in South Asia”. In his tweet, he had used the word “Rapistan” to describe rape culture in India.
He wrote, “Patriarchy+Population+Illiteracy+Alcohol+Porn+Technology+Anarchy = Rapistan!”

Acting on the instructions of the Centre’s Department of Personnel and Training, the Jammu and Kashmir government sent a letter to the officer stating that he failed to maintain absolute honesty and integrity” in the discharge of his official duty.
The letter also enclosed a screenshot of Faesal’s tweet from April 22.

On Wednesday, Congress president Rahul Gandhi came out in support of IAS officer Shah Faesal of Jammu and Kashmir cadre, against the state government’s decision to initiate disciplinary proceedings against.
Supporting Faesal’s freedom of expression, Rahul Gandhi had written, “I feel it is extremely troubling that the government has singled you (Shah Faesal) out for voicing your opinion.”
On the other hand, Bhartiya Janta Party’s IT cell in-charge Amit Malviya on Wednesday accused Shah Faesal of committing a seditious act by speaking against rape culture in India, in his tweet.
Malviya took to Twitter and said, “Rahul Gandhi’s ‘tukde tukde gang’ moment is back! This time he backs a seditious IAS officer, who is under investigation…”

Malviya has been criticized by many on social media, for accusing Faesal of sedition merely because he spoke against rape culture in India.
